Kaiser is the German word for "emperor ". Like the Bulgarian, Serbian and Russian word Tsar , it is directly derived from the Roman emperors' title of Caesar, which in turn is derived from the personal name of the Julii Caesares, a branch of the gens (clan) Julia, to which Gaius Julius Caesar, the forebear of the Julio-Claudian dynasty, belonged. In general the German title was only used for rulers over the rank of kings (König ).

Kaiser Kuo (simplified Chinese: 郭 怡 广; traditional Chinese: 郭 怡 廣; pinyin: Guō Yíguǎng; born March 7, 1966) is a Chinese American freelance writer and musician. He is a former member of the rock band Tang Dynasty and has further enlivened contemporary Chinese music culture with the formation of another ethnically-oriented heavy metal rock group, Spring and Autumn (Chinese: 春 秋 ). Kaiser's musical involvement also involved playing bass for Dirty Deeds, an AC/DC cover band based in Beijing. He is editor-at-large at the digital media company SupChina.

It focuses on major health care issues facing the nation, as well as U.S. role in global health policy. KFF states that it is a non-partisan source of facts and analysis, polling and journalism for policymakers, the media, the health care community, and the general public, and its website has been heralded for having the "most up-to-date and accurate information on health policy" and as a "must-read for healthcare devotees."
