Víctor Balaguer i Cirera (Catalan pronunciation: [ˈbiktuɾ βələˈɣe]; 11 December 1824 – 14 January 1901) was a Spanish politician and author, was born at Barcelona (Catalonia, Spain ) on 11 December 1824, and was educated at the university of his native city.

Víctor Balaguer (Spanish pronunciation: [ˈbiktoɾ βalaˈɣeɾ]; 16 April 1921 – 17 April 1984) was a Spanish singer of the 1950s and 1960s, best known for his participation in the 1962 Eurovision Song Contest. Balaguer was known as a versatile singer who moved between popular music and zarzuela, singing in both Spanish and Catalan.

The Biblioteca Museu Víctor Balaguer (Víctor Balaguer Museum & Library) is located in Vilanova i la Geltrú and was founded in 1884 by Víctor Balaguer so as to thank the city for its support during his politician career. Since 2000 the museum is part of the National Art Museum of Catalonia and the library is part of the National Library of Catalonia.
