Evan George Patrick Barlow (born 18 March 1947 in Leicester, Leicestershire ) is an English actor, comedian and playwright. His comedic alter ego, Desmond Olivier Dingle, is the founder, Artistic Director and Chief Executive of the two-man National Theatre of Brent, which has performed on stage, on television and on radio.

He is the chairman of Simba Group of Companies, an East African conglomerate, with interests in telecoms, energy production, mining, media, real estate, travel, and leisure. He is the owner of Protea Hotels East Africa. He is reported to be one of the wealthiest individuals in Uganda.
